About Québec University and Scholarship
In Quebec, Canada, there is a system of 10 publicly funded universities known as the Université du Québec. Its corporate offices are in Quebec City. For more than 100,000 students, the institution manages 1400 programs. A network of institutions in several Quebec cities known as the Université du Québec was established by the Quebec government. All universities in Quebec have now become public, comparable to other Canadian provinces.
The National Assembly of Quebec founded the Université du Québec system in 1968, primarily in reaction to the major student protests that had erupted in the previous year’s fall. The government had established a network of CEGEPs as a streamlined entryway into universities to provide education to more Quebecois students. However, Quebec lacked sufficient French-language universities to accept the fresh inflow of applicants after CEGEP.
The employment prospects for students who just possessed a CEGEP certificate were bleak, with current Francophone universities only being able to admit 40% of CEGEP graduates. As a result, student demonstrations started to take place at 23 CEGEPs, the University of Montréal, and the University of Laval, spreading to other parts of the province. Numerous thousands of students from the Francophone community demonstrated in the streets, while others fortified their CEGEPs and refused to leave until their demands were granted.
Applications for the Québec Government Merit Scholarship for Foreign Students are presently being accepted from qualified and exceptional individuals. In Québec’s higher education institutions, this will promote the internationalization of research activity.
Program administration falls within the purview of the Fonds de Recherche du Québec – Nature et Technologies (FRQNT). The Ministry of Education and Advanced Education of Quebec (MEES), which is responsible for funding it, ordered it.

Eligibility Criteria for Québec Government Merit Scholarship
Candidates are advised to meet the following requirements to be qualified for Québec Government Merit Scholarship:
- All applicants who are not Canadian citizens, permanent residents of Canada, or who have not submitted an application for permanent residence by Canadian immigration regulations are eligible to enter this competition.
- These fellowships are designed for international students or researchers working in all fields of science, including the humanities, social sciences, arts, and engineering.
- In their first nine semesters of doctorate study, candidates are eligible for MEES’s doctoral merit program scholarships.
- Researchers who submitted their doctorate dissertation by January 15, 2024, or who received their PhD no more than two years before the competition deadline are eligible for postdoctoral funding.
Required Documents
The application must contain all necessary materials to be accepted. All paperwork that is not readable has poor quality, or prevents the application’s eligibility from being verified will be disregarded. A simple translation must be given with any documents that are presented that are not in either French or English.
Application Process for Québec Government Merit Scholarship
The candidate must register for an account in the FRQnet electronic Portfolio after being preselected. All preselected applicants will subsequently be contacted by the FRQNT to complete an electronic form, which must be completed electronically by the competition deadline time and date specified by the Fonds and to which the necessary papers will be attached.
You may fill out the form in either English or French. Candidates who submit applications in English are required to provide a French project title.
When preparing the files to be added to the form, please refer to the Presentation Standards for added Files in the FRQnet Electronic Portfolio. Following the application deadline, files cannot be modified.
